How campaign works !!!

There are many campaigns around nowadays.

It seems that they say good things, well maybe.
However I feel something more should be needed to, which is they are idiots.
Because they do not know human psycological things at all.
Just saying something cannot cause the change of peoples's actions at all.

For example, if I say, Do not use vehicles! let's walk, it is good for health and environment!
Will it be effective much?
How many people will listen to me?
